The "OECN White Pages" was a service previously hosted by the SSDT on behalf of the OECN.
The OECN White Pages was a OECN-wide directory service for ITC, School District and ODE personnel originally developed in the 1990's. In the beginning, most ITC's used OpenVMS as their primary email server and SSDT-developed software (UMP) for managing user account and distribution lists. UMP maintained (and still maintains at a number of sites) usernames, names and contact information for each ITC's user.
The UMP information was submitted by each ITC and loaded into a CCSO Nameserver. The CCSO server was an early system for directory service which has mostly been replaced by LDAP. (CCSO was popular when Gopher servers were still cool.)
Over the years, most ITC's have moved to other mail systems and had stopped submitting data to the White Pages CCSO server. Data from the few remaining ITC was increasinly suspect and incomplete. So the White Pages, towards the end, was of limited usefulness.
Nevertheless, the White Pages server continued to function until January 2012. At that time, the aging (ancient) OpenVMS server it was running on, blew another (and final) power supply. As CCSO White Pages was the last application running it, the server remains down and the White Pages will not be back.
