Each Information Technology Center (ITC) is a regional governmental entity. To comply with Ohio Revised Code each ITC must be organized as a Council of Governments under ORC Chapter 167 or as a consortia of school district entities under ORC 3313.92 .
The Ohio Department of Education and State Board of Education are responsible for the promulgation of Administrative Code rules for the OECN. The current set of OAC rules for the OECN can be found here .
Each ITC is comprised of member school districts. These school districts are the "owners" of the ITC. Individual school district administrators are selected by the membership body to serve on a governing council for the ITC. The ITC governing council is responsible for determining the budget, staffing, and programs of the ITC.
